[Task]: reviewer tools page to process pending decisions for non-add-on content

For non add-on content I went to Held Decisions for 2nd Level Approval queue

I could open the review pages for users, ratings, collections
admin and cinder urls redirect correctly

I tried to : approve which means that the initial decision to disable is denied in rev tools and proceed which means that content is going to be disabled.

I've seen the correct emails being sent and with proceed content is no longer available. I'm attaching the fake email urls to have a track of these for further moderation -> I could use the appeal urls which I did not try yet.
