[Bug]: Approval of a new version on the back of an appeal requires a reason

Followup for https://github.com/mozilla/addons/issues/15068

STR:

1. Addon is reported for add-on policies.
2. Decision in rev tools is to take content down with Reject
3. Author sends an appeal
4. Decision now is to reinstate content so a new version is submitted by the developer

At approval a reason is required:

What did you expect to happen?

Those are reasons for rejecting versions. As a workaround that could be selected and the reviewer could write a custom reason for approval.
