[Bug]: Unsigned unlisted versions that get rejected, disabled or blocked are not flagged for HR when the author sends an appeal

What happened?

This is about appeals, right? (I'm assuming from the context of the other issues it is, but it's not mentioned in this issue). Can you edit to clarify?
