[Task]: Remove obsolete waffle switches for git extraction #15187

Description

The following waffle switches are no longer needed:

enable-uploads-commit-to-git-storage
enable-git-extraction-cron

(The olympia.git module still exists and can be used to host the migrations to remove those)

Acceptance Criteria

  ### Milestones/checkpoints
  - [ ] `enable-uploads-commit-to-git-storage` obsolete waffle switch is removed
  - [ ] `enable-git-extraction-cron` obsolete waffle switch is removed

Checks
