As discussed on Matrix, search results are based on relevancy, there are just different definitions of "relevant" and it's difficult to satisfy everyone. Average number of users and recommended status does give a boost, but so does exact name match. We had users complaining in the past that exact match for relatively obscure add-ons didn't work as expected so it got boosted higher, and you're asking for essentially the opposite as the first 2 results you had there were an exact match...
I would argue that first word is an exact match.
People search for an addon like ublock origin with "ublock". If it wasn't a recommended addon, someone could create a theme called ublock and be listed over it.
App stores encourage people to use things in addition to the app title for SEO. We even do it on the various app stores (Firefox Fast & Private Browser on the Play store). You shouldn't punish people for adding additional text after their name.

Describe the problem and steps to reproduce it:
When searching on startpage on AMO, the results are not based on relevancy.
To reproduce, go to AMO and search on "startpage"
What happened?
The results were not in order of relevancy
The first result was an addon with 616 users and 4.3 stars. The second result is a theme with 5 stars and 19 users The third result is Startpage Privacy Protection addon with 65,283 users and 4.7 stars The fourth result is Startpage — Private Search Engine addon with 226,347 users and 4.4 stars
What did you expect to happen?
I expected the two Startpage addons with more users and higher ratings to appear first.
Anything else we should know?
I thought it might be case dependent, but putting in "Startpage" didn't fix it.
