The Apply Now button at the top of the page is for host applications, not fellowship applications?

It should be for Host Orgs, for now, we'll add one for fellows too. Looks like the stuff Mavis disabled was for fellows, the changes you made were for hosts.

I don't really mind how it is implemented as I think the codebase has changed some since both of those adjustments were made; but I would like it to be clear that the Host Org Application is open, even if it only means there's a banner at the top of the page, linking to fluxx.
