Make hacky FxA dev environment to support client AET work #3311

For my recent demo of the prototype AET ping, I made an extremely hacky version of the FxA server that can store and retrieve ecosystem_anon_id. Let's put that live on an FxA dev box somewhere so we can use it when working on the client-side changes.

This is tentatively deployed at https://aet.dev.lcip.org ( https://aet.dev.lcip.org/ ) but I need to work through a few issues before it's 100% working.

I think the env deployed at https://aet.dev.lcip.org is working now, I was able to successfully submit an AET test ping by pointing my browser at it. For future reference, to use this in Firefox Desktop you can:

Visit about:config
Search for identity.fxaccounts.autoconfig.uri
Set it to https://aet.dev.lcip.org
Sign in or create an account as normal (you can check the URL on the signin page to confirm that you're using the custom dev environment)
