Link from "Learn more" with fragment is hidden behind an unopened toggle

Steps to reproduce

  1. Visit https://www.mozilla.org/en-US/firefox/browsers/mobile/android/
  2. Click the "Learn more" link
  3. The page landed on is scrolled to the #campaigns fragment ID but it isn't visible

Expected result

I would expect the toggled content to be open and visible

Actual result

The toggled content is hidden and it isn't clear to the user what the link was directing me to see.

At first I thought this would fix itself after #14233 when converted to toggles, but the reported ID privacy/websites/#campaigns is deeper in the text and that doesn't work even in the newer protocol toggles:

E.g. there's privacy/firefox/#telemetry deep in the text that also doesn't open, only the headings must be linked now for them to open, i.e.: privacy/firefox/#health-report to get to that id=telemetry sentence:/
