Description

Before we can start to use Smartling via Wagtail, we need a project set up for

1) API keys 2) Workflow setup 3) Other business-related setup

Success Criteria

Dev

[X] There's a new Smartling project for Bedrock CMS translations
[X] Credentials are provisioned to k8s via Secrets

Stage
