mdx_outline now released with mozmeao updates #14953

The custom mozmeao/mdx_outline fork referenced from prod.in may be no longer necessary, as both 3.9 compatibility and Markdown>3.4 changes pulled from mozmeao PRs are now part of their newest release.

It seems they haven't published v1.4.0 to https://pypi.org/project/mdx_outline/#history yet though:/
