Add a pencil banner to pages displaying the new header navigation menu. Design is in this Figma file. Copy is in this Google Doc.

For Non-Firefox users the CTA should be to download Firefox. For Firefox users the CTA should be to donate to the Foundation.

Don't include the dismiss functionality for now. Begin development with place holder text for now.
