Add CHANGELOG file? #189

I just noticed that the Test Pilot page has a "changelog" link on it, but it takes you to the main repo page, https://github.com/mozilla/blok/, which isn't really a changelog at all (unless you consider trolling through https://github.com/mozilla/blok/commits/master a changelog of sorts).

Not sure if we want to use something like conventional-changelog to auto generate a changelog for us.

I'd like to dove-tail this with https://github.com/mozilla/blok/issues/47 and setting up a sane version & release system.
