The text from the doorhager is not translated in some of the locale builds

[Prerequisites]:

• Download any of this locale buils: pt-BR, es-mx, es-CL, es-ES, es-AR, zh-CN, zh-TW, pt-PT (https://archive.mozilla.org/pub/firefox/candidates/64.0b7-candidates/build1/)
• Prefs you'll need to set in about:config: (boolean) extensions.fxmonitor.enabled - true (boolean) extensions.fxmonitor.debug - true
• Restart
• Install the add-on: https://drive.google.com/file/d/1P3STM5zoUstEGp1tPUhyBiCrhNb-C4ng/view?usp=sharing

[Steps to reproduce]:

1. Launch Firefox.
2. Navigate to the following breached website: https://www.linkedin.com/.
3. Observe the text from the doorhanger.

[Expected result]:

• The text is translated according to the locale build.

[Actual result]:

• The text is in English.

[Regression]:

• Not a regression.

[Notes]:

• If you check any other doorhanger (google maps) the text is translated.
• The doorhanger that asks permission for installing the add-on is translated.

We tested using beta 64.0b7 on Windows 10 x64, Windows 7 x32, macOS 10.13 and Ubuntu 18.04 x64. The bug is not reproducing anymore.
