Implement automation for keeping fxmonitor-breaches kinto collection up to date #136

We need a script to update our collection with new breaches as they're added to HIBP, as well as possibly prune out breaches that go "stale". Ideally this will have direct write access to the collection and run in a cron job or some other continuous automation.
