Update the Firefox Accounts call out for the Monitor subscription service #1503

When I scan an email address and discover it's involved in a breach, I want to get ongoing monitoring with a Firefox Account.

Requirements

Display on the breach detail page when someone is NOT signed into Monitor
Should route the user through the FxA sign in/up flow to land on the dashboard (as it does today)

Since we're planning to replace an existing promo, can we run this as a split test to see what the conversion impact is here?
