To handle an active 24-48-hour spike, we should test for up to:

3M website visitors to /
- ~= 17 reqs/s (1,000 reqs/m)
960K scans to /scan
- ~= 6 reqs/s (333 reqs/m)
- Also performs GET https://api.haveibeenpwned.com/breachedaccount/range/${sha1Prefix}
364K sign-ups to /user/add
- ~= 2 reqs/s (126 reqs/m)
182K verified sign-ups to /user/verify
- ~= 1 req/s (63 reqs/m)
- Also performs POST https://api.haveibeenpwned.com/range/subscribe
- (Optionally) performs POST https://basket.mozilla.org/news.subscribe

Note: not a load-test, but we received a series of successful subscription POST callbacks from HIBP when Troy loaded the Warmane breach:

I'm gong to close this now that we have performed an end-to-end test with Troy ...

Hi guys, just loaded another one and tested these 3 addresses:

    arsfgupduhvw@mailinator.com

All 3 accounts successfully received emails!
