Add an autonag to prompt submitting uplift requests when a bug is pending sec-approval. #2337

IF a Bug has an attachment that is pending sec-approval or has sec-approval AND there are no uplift requests but there are affected esr/beta versions THEN prompt the assignee to add uplift requests for the affected releases.

:{{ nickname }}, there is a patch pending security approval. This bug has multiple affected versions.
- To ensure this is uplifted in time please nominate the patch for beta/esr approval.
