Do not ask assignees to update status flags or request uplift if they do not have editbugs #2519

Occasionally we get bugs fixed by new contributors (yay!). Those new contributors don't have editbugs. This means they cannot set the status-firefoxNNN flags to disabled or wontfix or anything else - there isn't even a dropdown in the bugzilla UI for it.

This means bugbot's comments, like here are very confusing to them.

If the bug assignee does not have editbugs, bugbot should needinfo the triage owner.
