Counts of needinfos are wrong for some engineers

The needinfos for Jim Blandy, Hubert Boma Manilla and Olli Pettay look wrong. I got 0 for them, but https://bugzilla.mozilla.org/page.cgi?id=attention.html or query on Bugzilla showed non-zero.

Note: I haven't done a through review so there may be other cases.

A-ha, looks like I got 0 for Jim Blandy because Jim didn't set up the bugzilla account on people.mozilla.org

However, Olli Pettay does.
