Channels should be able to subscribe to contributor activity on GitHub #64

We should set up hooks/plugins so that activity on Github can be shown in a channel (especially useful if a volunteer contributor submits a PR or issue)

Github activity posting to chat rooms might get a bit noisy, but what if we wrote an integration that checks to see if a new issue or PR is created by someone outside the Mozilla GitHub org?
