Nomination explanation field #41

There should be a freeform text field that nominators can use to explain why someone was nominated for a badge

This becomes more important since issue #22, wherein nominations are auto-approved.

On auto-approve, the nomination explanation field should be carried right through and copied to the resulting award explanation field.
