Comments on badges, awards, nominations #49

Badges, awards, and nominations are social objects. Allow discussion on each of them.

Certainly on nomination there should be a comment, and it should be allowed to be public or not. For instance, we have a Roy badge for IT, which is awarded to someone who fixes a problem by "turning it off and on again". When someone is awarded/nominated for it, we should be able to say why, and have that be public (for bug so and so, or for power-cycling x machine).

It could of course not be public, too. But why we are nominating/awarding the badge is nice.

So, this issue in particular is for an (optional) open discussion thread. For kudos, congrats, "I want this badge", "nice artwork", etc.

But, specifically for the why part, I've got issue #40 for awards and issue #41 for nominations.
