DoH doorhanger is not displayed after enabling safesearch even if the user did not interact with the doorhanger

[Affected Versions]: Firefox Release 69.0.3 Firefox Release 70.0.1 Firefox Release 71.0

[Prerequisites]: Have Normandy Dev Tools installed.

[Steps to reproduce]:

1. Open Normandy Dev tools and from "Write & Run Arbitrary" run this script.
2. Without interacting with the doorhanger, close the browser and from the profile root folder, delete the extensions folder.
3. Open the browser and install the v1.2.0rc5 Add-on.
4. Close the browser and add host entry file for safe search.
5. Re-open the browser and wait ~1min.

[Expected result]: The DoH doorhanger is displayed again.

[Actual result]: The DoH doorhanger is not displayed again.

[Notes]:

• According to the instructions received for the DoH v1.1.0 Migration the doorhanger should be displayed if the user did not interact in any way with it.
• The doh-rollout.edoorhanger-decision;UIOk and doh-rollout.doorhanger-show;true prefs are not present in about:config
