Approved prefFlip experiments are not transitioned in the Live state #10831

[Prerequisites]:

Have access to the Nimbus Console.
Have a desktop experiment created using the prefFlips feature configuration.

[Steps to reproduce]:

Navigate to the experiment page from prerequisites.
Have a different person request a launch for the experiment.
Approve and launch the experiment.
Navigate to the Remote Settings collection page.
Click the Approve button.
Navigate to the experiment page from prerequisites and observe the page.

[Expected result]:

After a while, the Experiment is moved to the Live state.

[Actual result]:

The Experiment is moved from the Review state to the Draft state and a generic rejection message is displayed.

[Notes]:

Attached is a screen recording of the issue.
The experiment is successfully launched, it's just the experimenter page that does not report the correct state.
The experiment is blocked from any follow-up flow (pausing, updating, ending).

I have verified that the issue is no longer reproducible on the current version of the Nimbus Console. prefFlip experiments are now transitioned to the Live state when approved in RS. They are marked as Enrollment Complete after approving the end enrollment action and are successfully marked as Complete after an End is requested and approved.
