The "Help" description from the "Population Filtering" section wrongly includes information about "Locales" and "Countries" #1132

Firefox Release 66.0.2 and above
Chrome 73.0.3683.75

All Windows
All Mac
All Linux

[Prerequisites]:

You are logged with your LDAP account on the "https://experimenter.stage.mozaws.net/" website.
Have an experiment created on the Experimenter stage website.

[Steps to reproduce]:

Open the browser with the profile from prerequisites and navigate to "https://experimenter.stage.mozaws.net/".
Open the experiment from prerequisites.
Click the "Edit" button from the "Population" section.
Click the "Help" button from the "Population Filtering" section.
Observe the description displayed.

[Expected result]:

Only the description related to the "Population Filtering" section is displayed ("Prefs", "Studies" ..).

[Actual result]:

The description also includes information related to the "Locales" and "Countries" sections.

I have verified this issue and is no longer reproducible on Experimenter stage "https://stage.experimenter.nonprod.dataops.mozgcp.net/" website after the v2.28.0 stage deployment. Tested on Windows 10x64, Mac 10.14 and Arch Linux 4.16.6 x64.
