The top of the page is wrongly displayed when clicking any "Help" button in "Design" section

[Prerequisites]:

• You are logged with your LDAP account on the "https://stage.experimenter.nonprod.dataops.mozgcp.net/" website.
• Have an experiment created on Experimenter stage.

[Steps to reproduce]:

1. Open the browser with the profile from prerequisites and navigate to "https://stage.experimenter.nonprod.dataops.mozgcp.net/".
2. Open an existing experiment.
3. Click the "Edit" button from "Branches" section.
4. Scroll to the bottom of the page.
5. Click the "Help" button located underneath "Pref Value".

[Expected result]:

• The "Help" description is being displayed underneath the "Pref Value" text box.

[Actual result]:

• The top of the page is being displayed.

[Notes]:

• This issue can be reproduced with any type of experiments.
• This issue can be reproduced with any "Help" button located in "Design" section.
