[doc-hub] Re-organize sidebar structure #4786

In this PR Wil suggested that we might consider following the guidance here for organizing our sidebar.

The site suggested organizing content based on who it's oriented to, such as Tutorials, References, and How-To Guides. I like this idea and once we have some content in the docs it'll give us a better sense as to how we could make this work while also keeping the docs targeted towards the various groups/departments of people who will be using them.

Let's deprioritize this until we finish merge more of the other docs bugs.
