[BUG] No support for opening local HTML files

Issue description Steps to reproduce the behavior:

1. Go to a file explorer in Android
2. Click on an HTML file and use the "open with" functionality.
3. Firefox Preview does not appear as an option.

What were you hoping/expecting the browser to do? I am able to open a local HTML file

Actual behavior I am not able to open a local HTML file

@Xaeroxe thank you for the report! I'm not able to reproduce this issue on Google Pixel 3 (Android 9), on the latest Nightly build 7/4. Could you help us with a short video?
