When dismissing the NPS survey banner at the top, it sould stay dismissed #1170

STR:

  1. Go to https://stage.fxprivaterelay.nonprod.cloudops.mozgcp.net/accounts/profile/
  2. Click the "X" in the banner for "On a scale from 1-10 ..."
  3. Reload the page

Expected results: The banner should stay dismissed

Actual results: The banner comes back

FYI The banner stays dismissed for me when I have uBlock Origin disabled. If uBlock is enabled it interferes with banner.
