[foxfooding] The credential manager doesn't appear #3061

Steps to Reproduce

1) Go to https://www.nytimes.com/ or https://www.publico.pt/

Expected Behavior

The credential manager should happear and a suggestion about using a mask.

Actual Behavior

Nothing happens and I have to click on the relay icon.

@pdehaan I can't access the repository you linked to (Firefox_Relay_Credential_Manager), but shouldn't these be logged at https://bugzilla.mozilla.org/enter_bug.cgi?product=Toolkit&component=Password%20Manager? (Linked to in the foxfooding doc.)
