Because:

Our 'yarn glean-generate' command was failing with 'No module named 'pkg_resources', and this is fixed in latest Glean

This commit:

@jonalmeida filed an issue for the issues we've ran into with yarn glean-generate here and we were informed upgrading resolves the issue.
