Fix Feedback Modal Positioning #184

Fixes https://github.com/cvan/galaxy/issues/181. Looks correctly positioned now:

@yangshun r? I am not sure if my changes are the best way to fix this issue.

It doesn't fix the issue. I kinda fixed it but now the "mobile" version is destroyed by my fix. Have a look and see if you want to implement a new mobile version taking into account the new changes.
