the tooltip shouldnt stay open #272

for some reason the Spectate tooltip was sticky and not closing... screen shot 2014-02-05 at 1 59 34 pm

I am not seeing this behavior.

I think this happens if you are hovered over the item, and it disappears. For instance, you are hovered over and the person goes to a new page, and now you can't spectate. So we need to tear down the Bootstrap tooltip.
