Update Observatory's user agent #462

The Observatory user agent needs to get updated periodically, to avoid tripping old UA detection code.

It should be in the ansible .conf files - IIRC, there are just a couple numbers in a file that you need to change. Should be pretty obvious.

Don't forget to update the default httpobs.conf in http-observatory. :)
