Deploy new production stack of train-2014.06.13 in shunken state and tear down old stacks #158

As we're 24 hours in and things look good, please spin a new shrunken stack with the sysctl.conf changes and the shrunken cluster sizes. Then cutover production to the new stacks.

After that please tear down the old 0531 stack.

Also delete monitoring for the removed proxy and dbread hosts, then destroy the hosts.

stack is running and fully hydrated

New stack has been running without issue for 30 minutes. tearing down 0531 stack.
