Monitoring : establish parent child relationship between services in opsview and add ELB membership monitoring

Set services to depend on host (if the host goes down, only alert about the host not it's services also)
Finish rendering monitoring dependency relationships in opsview and establish ELB membership monitoring

I've implemented this at us-east-1, do so in the other environments.

Also establish monitoring the status of an instance as healthy and live in an ELB. Set this status as a dependent monitor for all other monitors on the host.

Setup a monitor to look for minimum percent and minimum number of helathy hosts in an ELB
