opsview client self registration fails if it can't reach opsview server #73

Change the behavior of the opsview client so that when it fails to reach the opsview server to self register it does something other than abort hydration

here are some ideas

retry some number of times
if it still can't reach the monitoring server, email someone and continue with hydration
