allow overriding of bugs with RESOLVED:WONTFIX/INCOMPLETE to RESOLVED:FIXED #67

This fixes that use case: https://bugzilla.mozilla.org/show_bug.cgi?id=1561769
It turns out, it was a known issue (
XXX) so now it should be fixed!
