Fix: Multiple Issue fixes for bookmark test suite #4595

Some of the bookmark test suite scripts are working fine for the Ukraine region but failing in the Indian region for OSX.

Applying this patch will fix the following issues for both the region: edit_bookmark_from_library #4594 toolbar_properties.py #4596
