Design user controls (UI) for switching locales #1934

For the learning site, we can include a language dropdown right below the sign in section on the top of the left side bar

@alicoding @alanmoo - I know yesterday we said the UX elements weren't needed right away, but isn't this one a pre-req to putting localizations on production?

Not really a requirement really, but good to have when we have more than one locale available

OK, then moving this out of the current heartbeat so @sabrinang can focus nearly full-time on MozFest for the rest of the heartbeat. (@sabrinang - feel free to move back if you'd prefer to have this to work on as a break from MozFest)
