Update Key Dates on Gigabit Apply Page #2504

Hi, we need to update the Key Dates to remove a couple and add Round 4 dates to this page - https://learning.mozilla.org/en-US/gigabit/apply.

Remove: January 30, 2017 - May 19, 2017 Round 2 Pilot Period July 5, 2017 Letter of Intent Form Due (Required for All Projects)

Change (add Round 3 to the two existing items): August 1, 2017 Round 3 Applications Due October 30, 2017 - February 16, 2018 Round 3 Pilot Period

Add: October 1, 2017 Round 4 Application Window Opens December 1, 2017 Round 4 Letter of Intent Form Due for All Projects January 19, 2018 Round 4 Applications Due March 26, 2018 - July 13, 2018 Round 4 Pilot Period
