Remove Monitor document #2006

I assume this document will become unused once we push out the changes to the Subscription Services PN and ToS. https://github.com/mozilla/legal-docs/blob/main/en/firefox_monitor_terms_privacy.md

Currently it's available here, linked from the Mozilla Subscription Services Privacy Notice.

@mafeld Should this be removed from the repository after February 6?

@pmac Does it require any work on Bedrock's side?

Bedrock has the page archived and serving subscription services redirect on the old URL: https://github.com/mozilla/bedrock/pull/14187

The file is still there (last update in September 2018) https://github.com/mozilla/legal-docs/blob/main/en/firefox_monitor_terms_privacy.md

Monitor is now Mozilla Monitor, and it's covered by the Subscription Services PN.
