Provides consistent lastRequestTime #259

Currently lastRequestTime is not set for newly added websites, meaning that some items in the database do not have a lastRequestTime field.

@aibo105 Thanks for the PR 👍 . The CI has failed, do you have a moment to look into that, if not I will look into that on the weekend and merge the PR.

Looks like this issue https://benlimmer.com/2019/01/14/travis-ci-xvfb/ to me, but I don't know how to solve it.
