Fix local development environment #362

This is a bit of a yak-shaving PR -- tl;dr, the local dev use case was accidentally broken with our move to circle ci 2. In fixing that, I found a number of places where it made sense to modernize the basis of the mission control server and update dependencies.

@whd I think most of this should be pretty uncontroversial, this is mostly a heads up than anything else. If all goes well with stage I'd like to deploy next week.
