Implement Balrog sync

We need to implement the actual sync functionality which will do the following:

• [ ] Update the existing rules in Balrog where possible
• [ ] Delete rules that are no longer necessary
• [ ] Create new rules as required
• [ ] Take a channel name (release and testing)
