User feedback on recent wireframes (https://openbadges.etherpad.mozilla.org/badges-mozilla-org-wireframes) included this comment:

"Highlighted badges" (what kind of curation is going on there?) Much better than just the latest badges.

Do we imagine that these badges would need to be automatically selected or is there a way we can regularly randomly select from frequently issued badges? cc @andrewhayward @christensenep @zzzndr

I think randomly selecting from popular badges is what was discussed thus far, though I could see it being useful to manually highlight badges (though not sure who would actually be responsible for making such a call)
