new pages - scholarships, sponsors, homepage splash! #377

just wanted to get a bunch of things up for people to give feedback on and edit:

aiming to publish this live after the ticket hubub, wednesday if possible?

oh, thanks! yeah, i didn't realize that was the full URL. i'll update the list and link.
