cleanup proposal #109

It looks likes some of our projects are within the projects folder but some are at the top level. I propose that we tidy things up. maybe we should move all the projects to the projects folder and have the top-level for the readme.md, contributing.md, etc. we could update the readme guide to reflect this.

any objections?

My only concern is link breakage. Reorganizing the reports will change the URL. This may not be a problem since mozilla.report is fairly new, but I know there are a bunch of links in (e.g.) dtmo.
