Change app_update_out_of_date.ipynb to settings.update.enabled. #92

Switch update_not_pref_update_enabled_notify (no longer exists) to settings.update.enabled and increase the max version for up to date so the data is correct during release weeks in the Firefox Application Update Out Of Date Dashboard.
