Unable to use VPN only for selected tabs #2570

Before submitting a bug report

Step to reproduce

  1. When Mozilla VPN is disabled globally open new container tab with custom location configured
  2. Sites do not load.

Actual behavior

VPN does not work on a tab with selected location if VPN is running but is not enabled for desktop apps as well.

Expected behavior

VPN should work on tabs with specified location even if it's disabled for desktop apps as long as it's running.
